David Dutton is the Chief Officer of the ACT Ambulance Service (ACTAS), leading the delivery of pre‑hospital emergency care to the Canberra community and surrounding region. He is responsible for the strategic direction, operational performance, and clinical governance of the Service, working within the ACT Emergency Services Agency to ensure a coordinated and integrated response to emergencies.

With over three decades of operational, clinical, and executive leadership experience, David’s appointment in 2025 represents a meaningful return to his roots, having begun his career as a Student Paramedic with ACTAS in 1993.

David has extensive leadership experience across ambulance and emergency service environments and is recognised for his focus on workforce capability, clinical excellence, and service innovation. He is committed to strengthening partnerships across the health and emergency management sectors to improve patient outcomes and system performance.

At a national and regional level, David actively contributes through the Council of Ambulance Authorities (CAA), supporting collaboration and advancement across ambulance services in Australia and the region. His leadership emphasises evidence‑based practice, system integration, and the delivery of high‑quality, patient‑centred care in a complex and evolving environment.

Drawing on lessons from recent major incidents, including the Bondi tragedies, and insights from ASIO Director-General Mike Burgess’ 2026 Annual Threat Assessment, David will examine how ambulance services are adapting to a landscape characterised by concurrent, cascading, and compounding risks. The presentation will consider the impacts of climate change on emergency response, the growing importance of workforce wellbeing and psychological safety, the rise in occupational violence directed towards frontline responders, and the need to build resilient and sustainable organisations.
David will also discuss the evolution of paramedic practice, highlighting emerging models of care that are transforming the role of ambulance services from traditional emergency response providers to key partners in integrated healthcare delivery.
